Should China undertake the wholesale privatisation of its energy industries

China's energy industries are in need of radical restructuring if they are to meet the challenges imposed on them by the rapid growth of the economy. Wholesale privatisation of the component industries is one available option. This paper assesses whether such a form of restructuring is suited to China in its present state of development. The requirements for successful privatisation are demanding. At the same time, the obstacles to a programme of wholesale privatisation are formidable. For these reasons the wholesale privatisation of China's energy industries is deemed to be inappropriate at present.
